Gentlemen:

Georgia Power Company's (GPC) implementation of the Emergency Operating Procedures (EOPs) and Detailed Control Room Design Review (DCRDR) requirements of NUREG 0737, Supplement 1 promulgated by Generic Letter 82-33 dated December 17,' 1982, has experienceo some unexpected delays. Certain elements of these programs are not entirely under our control and, therefore, we believe schedular . relief is justified. GPC hereby requests an extension to the subject implementation schedule and herein provides supporting justification.

BACKGROUND on April 15, 1983, GPC, by letter NED-83-244, provided your of fice with plans and schedules for implementation of the requirements of Supplement 1 to NUREG-0737, " Requirements for Emergency Response Facilities (Generic Letter 82-33)". That letter _ constituted the basis for a Confirmatorf Order which was issued by the NRC on February 21, 1984.

Our programs to implement the requirements for emergency response capability are thorough, effective, and responsive to the MC requirements. The -magnitude of the E0P requirements was recognized when we responded to Generic Letter 82-33. A schedule whjch was believed to be adequate for development and training for the E0Ps was proposed by GPC and subsequently. allowed by the W C.

l response to Generic Letter 82-33. With the opportunity afforded by a long

! outage last year to replace recirculation system piping on Unit 2, the Safety Parameter Display System (SPDS) was installed, tested, and made fully l operational nearly two years ahead of our proposed schedule. The Unit 1 SPOS

!' installation was completed during the recent Unit i refueling outage.

Applicable Regulatory Guide 1.97 provisions are being implemented per the schedule provided in our February 29, 1984 submittal on the subject.

Emergency Response Facilities, except for Unit 1 SPDS, are complete.

Plant safety is the objective of both the new EOP program and the licensed operator qualification enhancement prog ram. We believe that problems

! experienced by the Plant l-stch operators on the recent requalification exams g l were, at least in part, due to lack of . thorough understanding of the large number of plant modifications recently undertaken. A thorough understanding of all plant systems is a prerequisite for effective E0P training.

Accordingly, the delay in E0P training to allow for completion of the accelerated recualification program is needed to allow us to implement the E0Ps in an effective manner.

Detailed supporting data on licensed operator availability, personnel requirements for plant staffing, and selected Plant Hatch training curricula are attached as further justification for this Iequest. Please contact this office if you have any questions or comments.
