The diversion of staff resources anc retninking of safety requirements following the acciden a inree Mile Islanc adversely affe::ed licensing-activity at the Comission. A:, a result, we estimate that in 1981 and 1982 approximately a dozen nuclear plants will be completed from 1 to 12 months oefore a full power license oe:ision can be made. Amendments to the Commission's Rules of Practice,10 CFR Par: 2, were publishe:d in the Federal Register for comment on March 15, 1951. These amendments were intended to permit more timely ::nduct of NRC hearings by tightening the time allowed for each part of the process and by providing l

firmer time management. The Commission received a large number of comments on this issue anc is now considering alternatives :: ne preposed amendments.

It is expected that the Commission.yi11 take further a:: ion with respect to the proposed amen.cments tn thrnear future. ,,

An updated-Safety Evaluation Report for low power operation for the Diablo Canyon units was issued by the NRC staff on March 5,1921. An Atomic Safety and Licensing Board hearing on the application for low power Operation began on May 19. A decision on low power operation is ex:e:ted in December 1981.
