Dear Mr. Chairman:
This is in response to your letter of June 30, 1986 seeking the justi-fication for the Comission's request of June 11, 1986 that distribution of two reports of the Comission's Office of Inspector and Auditor (01A) be restricted "to the official needs of the Members and staff of the Subcommittee." The two reports in question were entitled " Review of 1
Allegations Management for Diablo Canyon," dated March 25, 1986, and "Diablo Canyon--Allegations of Misconduct by NRC Employees," dated. -
October 21, 1985.
As you know, the Commission seeks to provide the Subcommittee with complete texts of documents as soon as possible following their request.
The timeframe for our response to the Subcommittee often does not permit a full releasability review of the relevant document (s).
As is our policy in such cases, we do not delay our response to the Subcommittee.
Rather, the Comission routinely provides the document (s) to the Subcommittee and requests the Subcommittee to restrict any distribution of the documents pending completion of the Comission's review.
As of the date of our transmittal letter, the Commission had not completed its review of the two reports in question. Accordingly, our request was for the purpose of permitting appropriate administrative release determinations to be made with respect to the OIA reports of October 21, 1985 and March 25, 1986.
Based upon our recently completed review, it has been determined that the OIA report of March 25, 1986 can be released to the public in its entirety.
Except for limited portions which warrant continued withholding to preserve the confidentiality of sources of information i
l and personal, identifying information the release of which would constitute an unwarranted invasion of privacy, it has also been determined that the OIA report of October 21, 1985 can be released to the public in substantial part.
The portions for which we request ccntinued withholding would be protected by the Commission in the event j

2 (confidential sources) of 5 U.S.C. 552(b). A copy of the October 21 report, with the appropriate pertions deleted, is enclosed for your informaticn.
Also we have enclosed a March 17,19E6 response (with attachments) to the October 21, 1985 OIA report. This response with attachments may be released to the public in substantial part. The portions for which we request continued withholding include confidential sources of information and personal, identifying information the release of which would constitute an unwarranted invasion of privacy. These portions would be protected by(the Comission in the event of a F0IA requestpersonal priv under Exemption 7(c) 5 U.S.C. 552(b).
Copies of all reports with appropriate deleticns are being placed in the Commission's Public Document Room.
