Dear Congressman Panetta:

l This responds to your letter of October 16, 1984 to the Nuclear Regulatory Comission (NRC) requesting assistance in providing information requested by i

your constituent, Ms. Eleanor Galiardi of Santa Cruz, California, its. Galiardi requested the following documents:

1.

A copy of the Evacuation Plan for Santa Cruz County should there be an accident at Diablo Canyon or a nuclear attack.

2.

A copy of the report prepared by PG&E regarding the earthquake issue and how one would affect Diablo Canyon.

Regarding Item 1, the NRC requires radiological emergency response plans including provisions for protective measures.such as evacuation to be developed for the local government jurisdictions within about ten miles of a nuclear power plant;

i.e., the plume exposure pathway Emergency Planning Zone. There is also a requirement for plans to be developed for coping with possible contaminated l

water or foodstuffs out to a distance of fifty miles from the nuclear plant; i.e., the ingestion exposure pathway Emergency Planning Zone, in which the State government typically takes the lead in planning.

Since Santa Cruz County is well beyond fifty miles from the Diablo Canyon Nuclear Generating Station, there i

l is no regulatory requirement for the County to have a specific radiological emer-gency response plan for possible radiological incidents at Diablo Canyon, and i

the NRC has no such plan on file. We note in your correspondence that your office i

has contacted the Office of Emergency Services for the County of Santa Cruz, California on behalf of Ms. Galiardi. We support that approach as we feel that i

t the County is the appropriate entity to respond to Ms. Galiardi concerning any j

existing emergency plans for Santa Cruz County.

Regarding Item 2, the document referred to is likely a study titled, " Earth-l quake Emergency Planning at Diablo Canyon," which was prepared for Pacific Gas i

and Electric (PG&E) by TERA Corporation of Berkeley, California in September 1981.

l The report is a three volume set of about 800 pages in length and includes i

numerous color photographs. We have confirmed that the report is available for inspection at the NRC Region V Office and at the local public document room (LPDR) for Diablo Canyon.
