The SE relates to License Arendment No.74 for Unit 1 and No. 66 for Unit 2 for Technical Specification (TS) 3.6.1.7, Con!<inment Ventilation System, which :
resolved the longstanding issue of TSs for MPA B-24. ;
You noted that the SE made reference to the quarterly surveillance testing "on a staggered test basis" yet, the TS did not contain this phrase. The testing on a staggered test basis was discussed during the extended time interval while negotiations for an equally acceptable test criteria were being developed. My understanding is that these words which you now wish deleted from the SE were to allow more licensee flexibility and were not to be '
a scheduling constraint. ;
