Dear Mr. Morey:

Enclosure 1 is our draft Safety Evaluation (SE) for your proposed conversion of the Joseph M.

I Farley Nuclear Plants, Units 1 and 2, current Technical Specifications (CTS) to the improved Technical Specifications (ITS). The ITS are based on the following documents:

The CTS.

NUREG-1431, " Standard Technical Specifications, Westinghouse Plants," Revision 1, dated April 1995.

Guidance provided in the Commission's " Final Policy Statement on Technical Specifications improvements for Nuclear Power Reactors," published on July 22,1993 (SB FR 39132).

i Enclosure 2 includes tables that summarize CTS changes. We based our tables on our review of your application dated March 12,1998. We based our SE on our review of your application dated March 12,1998, as supplemented by your letters dated as follows:

Mr. D. N. Morey l We are giving you the enclosed draft SE for your review to verify its accuracy and to prepare the  ;

certified Farley Nuclear Plants, Units 1 and 2, ITS that you will submit to us for issuance in the I conversion amendment. We gave an electronic copy of our draft SE and the tables to your staff.

We are still resolving issues related to Limiting Conditions for Operation in Sections 3.4, 3.5, 3.6, and 3.8, and are still completing our SE input for ITS 5.5.7. Please send us your comments in writing within 20 days of receipt of this letter and send us the certified ITS and ITS Bases within 30 days of receipt of this letter. We willincorporate changes, as appropriate, in our final SE before issuing the ITS amendment after we have reviewed your comments. Our conclusions in the enclosed draft SE are not valid until we issue our final SE. j Also, within 30 days of receipt of this letter, please submit a license condition for an Appendix C to the Farley, Units 1 and 2, licenses. The license condition needs to commit Southern Nuclear l Operating Company to transfer CTS requirements, as described in your letters and our enclosed draft SE, into licensee-controlled documents. Additionally, please submit a similar license condition for (1) each commitment to complete a future action on the ITS that you have included in your above letters and (2) the schedule for performing new and revised ITS surveillances related to implementing the iTS. Enclosure 3 contains acceptable examples of license conditions. Please contact me if you have any questions.
