ADEQUACY OF KAOWOOL FIRE-BARRIERS
Dear Mr. Morey:
During a routine inspection, Region ll.nspectors identified technical issues associated with the design, installation, and fire-resistive performance of Kaowool raceway fire-barriers installed at Farley Nuclear Plant (FNP). These insp9ction results were provided to you in our report dated November 8,1996. Unresolved item (URI) 50-348,364/96-09-08, " Adequacy of Kaowool Qualification Tests to Scope Installed Configuration," was opened in the report pending additional NRC review of Kaowool qualification test reports and inspection of plant-specific configurations. To accomplish this review, Region il submitted a request for technical assistance (TIA 96-023) to the Office of Nuclear Reactor Regulation (NRR) on November 26, 1996.
Region 11 has received the NRR response to TIA 96-023 and we are forwarding the response as an enclosure to this letter. The staff concluded that the qualification tests do not provide an adequate technical basis to demonstrate that the Kaowool fire barriers meet regulatory requirements.
Based on the TIA response, the NRC staff wrote SECY-99-204,"Kaowool and FP-60 Fire Barriers," and sent it to the Commission on August 4,1999. This policy issue paper informed the Commission that four plants, including Farley, continue to rely on Kaowool or FP-60 fire barriers to meet regulatory requirements. The NRC staff plans to offer these four licensees the opportunity to address the Kaowool and FP-60 barriers issues through a voluntary industry initiative. A letter requesting your attendance at a meeting to discuss the possibility of a voluntary industry initiative will soon be sent to you and the other three licensees. Since the staff has concluded that the actual fire-resistive rating of the Kaowool electrical raceway fire barrier systems installed at Farley is indeterminate, you should continue to implement the compensatory measures currently in effect until this issue is resolved.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its enclosure will be placed in the NRC Public Document Room.
