Gentlemen:
The NRC^ staff has completed its review of the information'that Alabama Power Company (APCo) presented at the May 10,-1989 meeting. The technical discussion of pump performance was especially thorough and well presented.
Information-presented atithe meeting further supported the licensee's assumption that the safety. injection pump would have been capable of operating during recirculation with gas'from the crossover piping.
However; we still have concerns with re-
_spect to satisfactory overall system behavior. The impact of large quantities of gas on overall system behavior..such>as piping loads, operator actions.in response to abnormal. pump indications, and thrust loads on the' pump still have not been conclusively demonstrated not;to affect system operability. The staff thus retains :its conservative view regarding system operability.-' The informa-tion presented has not changed ~the basis for the March 28, 1989 Order Imposing a Monetary Civil. Penalty (Order) and,- as stated 'in the Appendix to the Order,-
.we are unable to conclude that system operability was assured. Consequently, APCo should follow the instructions of tha Order and either submit a request
. for a hearing or. a payment of the civil penalty within 10 days of the date of this letter..
The enclosed copy of the transcript of the May 10, 1989 meeting and the slides-presented by'APCo will be placed in.the'Public Document Room. The NRC acknow-ledges;that APCo discovered the hydrogen accumulation on Farley Unit 1 on' February 26,1988, instead.of February 6,1988 as stated on page 5.of the Appendix'to the'0rder.
