SUMMARY

- FARLEY This letter refers to the Management Meeting held at your request on September 13, 1990.

This meeting concerned activities authorized for your Farley facility.

The issues discussed at this meeting related to your Emergency Preparedness Program and, specifically, to the function of your onsite Technical Support Center Emergency Operations Facility, Corporate Emergency Operations Center, and the overall adequacy of your on site emergency response facilities to accommodate an expanded NRC site team in the event of a major emergency.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2 Title 10, Code of Federal Regulations, a copy of this letter and its enclosures will be placed in the NRC Public Document Room.

i ENCLOSURE 1 MEETING

SUMMARY

A Management Meeting was held in the Region 11 Office on September 13, 1990, to discuss the overall Emergency Preparedness (EP) Program at Farley Nuclear Plant as well as plans for the NRC full-participation exercise planned at Farley on October 24, 1990.

The licensee's presentation addressed perceived strengths of the overall EP program at Farley, improvenents in EP that had been undertaken in the past year, and the emergency response functions conducted at the onsite Technical Support Center (TSC) as well as the Corporate Energency Operations Center (CEOC).

In particular, they noted that their response organization was trained and functioned as a team.

Other strengths addressed during this neeting 'are listed in the Attachnent.

NRC representatives stated that the licensee s Plan commitnents to fully staff their TSC and Emergency Operations Energency(EOF) during an emergency in two hours and four hours, respectively, facility.

were not consistent _ with existing regulatory guidance.

The Regional Administrator expressed his view that the Farley TSC was performing both TSC and E0F functions during the four-hour period after an accident.

Additional NRC staff connent included a question of the licensee as to why the TSC/ EOF functions and activation tines at other sites with a somewhat similar situation were not acceptable at farley, Licensee representatives responJed that in their view their mode of emergency operation was superior to that of other sites with respect to their specific situation.

No agreenent was reached with the licensee regarding facility activation times.

However, it was agreed that, for the near term, to include the October 24, 1990 full-scale emergency exercise, no changes to the existing Farley Emergency Plan would be required.

The NRC and the licensee agreed to meet again shortly after the October exercise to continue efforts to resolve the subject issue.

Additional discussion concerned the adequacy of Farley emergency response facilities to accommodate a full NRC site presence pursuant to the planned Farley/NRC joint participation in' the full-scale energency exercise on October 24, 1990.

Detailed discussion of the needs for space and telephone equipment in each facility ensued with the -licensee expressing an intent to accommodate NRC needs in each case if possible.
