RELIEF REQUEST FOR THE INSERVICE INSPECTION PROGRAM -

JOSEPH M. FARLEY NUCLEAR PLANT, UNITS 1 AND 2 (TAC NOS. M98858 AND M98859)

Dear Mr. Morey:

This letter provides the results of the U.S. Nuclear Regulatory Commission (NRC) staff's review, with technical assistance from its contractor, the Idaho National Engineering and l Environmental Laboratory (INEEL), of the Joseph M. Farley Nuclear Plant (FNP), requests for i

relief associated with the third 10-year interval inservice inspection (ISI) program for FNP, Unit 1, and the updated ISI program for Unit 2.

l By letter dated May 28,1997, as supplemented by letters dated September 7,1997, April 6, l April 27, and July 13,1998, Southern Nuclear Operating Company, Inc. (SNC) submitted its

( third 10-year ISI program for FNP, Unit 1, and the updated ISI program for FNP Unit 2.

The staff concludes met the Cch) requirements are impractical to meet for Requests for Relief l

(RRs) -6, -7, -8, -9, 40, -15, -16, -17, and -30. Therefore, relief is granted pursuant to Title 10 of the Code of Federal Reaulations (10 CFR) Section 50.55a(g)(6)(i). The relief granted is authorized by law and will not endanger life or property or the common defense and is otherwise in the public interest given due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility.

Pursuant to 10 CFR 50.55a(a)(3)(i), it is concluded that the alternatives proposed in RR-1,

i. RR-2, RR-3, RR-4, RR 5, RR-12, RR-13, RR-18, RR-19, RR-20, RR-21, RR 22, RR-23 and

! RR-28 are authorized. Use of Code Cases N 521, N 524, N-509, N-498-1, N-416-1, and N-522 i are authorized for the third 10-year interval at FNP Unit 1 and for the duration of the Unit 2 updated interval, or until the Code Cases are approved for general use by reference in Regulatory Guide (RG) 1.147. At that time, the licensee may continue to use the Code Cases j with the limitations, if any, listed in the RG 1.147. SNC's proposed attematives will provide an acceptable level of quality and safety and, therefore, the proposed attematives are authorized. '/

RR-14 is authorized pursuant to 10 CFR 50.55a(a)(3)(i) for all components except for the volume control tank and regenerative heat exchanger. RR-27 was previously authorized by gj

compensating increase in the level of quality and safety and, therefore, the proposed -

alternatives are authorized. However, RR-25 is authonzed until the end of the first period of the  ;

third inspection interval for each unit of FNP.

The staff's evaluation and conclusions are contained in Enclowre 1. Enclosure 2 is the INEEL ,
