USE OF OPTICAL DISK STORAGE FOR PLANT RECORDS FOR BRUNSWICK STEAM ELECTRIC PLANT, UNIT N05, 1 AND 2 (TAC N05. 66876 AND 66877)

By letter dated December 8, 1987, you requested NRC concurrence on the use of an optical disk storage system for microforming records. We have reviewed the request and investigated the capability of optical disk record storage.

We believe that the use of an optical disk record storage system is a viable alternative to the use of microfilm, microfiche, or hard-copy recordkeeping for QA records of nuclear power plants. With proper controls, records stored on optical disks meet the NRC requirements of 10 rcR 50.71(d)(1) for microformed records.

On March 8, 1988, a teleconference was held between our staff and CP&L, during which additional information was requested by our staff. CP&L responded to our request by letter dated April 6, 1988.

Based on our review of the December 8, 1987 and April 6, 1988 submittals, we note that CP&L commits to the following precautions regarding its use of an optical. disk record storage system:

1. Inspection of data stored on disk for any signs of deterioration every two years (these inspections should be documented).

2. Implementation of controis to preclude the deletion or manipulation of data by' unauthorized personnel.

3. Auditors to ensure that data scanned have been recorded and indexed (there should be a quality control function to verify that disked data accurately reflect the original data).

4. Transfer of data to new disks at defined intervals to ensure permanent retention (this will be required when there is any indication of deterioration of disked data).

6. Radiographs, safeguards information, and strip charts will not be stored on optical disks.

Such precautions appear appropriate, and subsequent NRC inspections at Brunswick will ensure that they are being implemented.

On the basis of our review and CP&L's commitment to the stated precautions, the NRC concurs witn the CP&L request to use an optical disk storage system for microforming records.
