SAFETY EVALUATION REPORT, LICENSE AMENDMENT APPLICATION DATED APRIL 23, 1986, RE LOW-LEVEL MATERIAL TRANSFERS, AND LICENSE AMENDMENT APPLICATION DATED MAY 14, 1986 RE REVISION OF SITE EMERGENCY PLAN BACKGROUND Westinghouse is currently authorized (Section 4.5 of license application) to dispose of waste products (primarily calcium fluoride) which contain less than 30 picocuries of uranium per gram of dry solids. Westinghouse is also authorized (Section 4.2 of license application) to use up to 15 grams of U-235 at an offsite location provided that the material is subject to the control of a Westinghouse employee. In the April 23 application, Westinghouse requests authorization to transfer up to 1 gram U-235 in waste products (meeting the concentration specified in Section 4.5) to vendors without continuous control as specified in Section 4.2.

The May 14 application was submitted to reflect revisions to the Site Emergency Plan.

DISCUSSION Westinghouse is attempting to develop methods for recycling material which is now disposed as waste. Westinghouse proposes to transfer the industrial waste containing not more than 1 gram U-235 to three.or more companies for testing of treatment processes. Chemical separation of the uranium from the-waste would not be permitted. Westinghouse personnel would be.present for initial testing and would conduct a closeout survey at the end of the test program to ensure that conta41 nation levels meet the restricted levels specified in Section 4.1 of the license application.

The revisions to the Site Emergency Plan were made to reflect the new IDR line, classification of UF6 releases, and to update agreement letters with offsite agencies. It is the staff's opinion that the revisions do not' change the effectiveness of the Plan.

The Region 11 Project Inspector has no objection to this proposed action.
