SUBJECT:
SAFETY EVALUATION REPORT, AMENDMENT APPLICATIONS DATED JUNE 19, 1987, RE SOUTHEAST PLANT EXPANSION AND JUNE 26, 1987, RE: SOUTHWEST PLANT EXPANSION
Background
On October 17, 1985, Westinghouse Electric Company submitted.a request to 1
contract and' operate new facilities on the southeast corner of the existing facility. On November 18, 1985, the NRC staff concluded that W could construct, but not operate, the southeast facility. OnApril1,1987,WFrovidedanup-dated site plan for the construction project.
In the applications, W described proposed activities and requested authorization to conduct the activTties in the new facilities.
Discussion The southeast expansion provides 46,000 square feet of floor space which will l
be used for activities which are currently conducted in the existing facility.
Activities to be performed include laboratory operations, maintenance, powder blending, storage, and inplant transport of materials. The southwest expansion provides 15,000 square feet of floor space which will be used primarily for activities which are also conducted in the existing facility. Activities to be performed include UF cylinder washing, uranium scrap recovery, radioactive 1
6 material storage and transfer, and contaminated equipment volume reduction.
New processes include liquid honing and ultra-high pressure decontamination I
systems.
The existing radiation protection, nuclear criticality safety, and effluent controls, as described in Chapters 2, 3, and 4 of the license, will be applicable to these activities. Under the performance-based license, W has the organizational capabilities to apply these safety requirements to the new facility without a detailed review by the NRC staff.
The new facilities were observed during a site visit on August 12, 1987. No safety issues were observed.

i Conclusion / Recommendations The staff concludes that the proposed activities in the new facility will have no adverse effect on the public health and safety. Approval of the application is recommended.
The Region II Principal Inspector has no objection to this action.
