Backoround l

I Westinghouse-Columbia, like other literIsees, periodically makes changes to -

l their Fundamental Nuclear Material Control (FNMC) Plan commitments'which l

do not decrease the effectiveness of their MC&A program. 'When making such' l

changes, Westinghouse notifies the Nuclear Regulatory Commission in writing within six months of making the procedural change, as. required by'10'CFR j

70.32(c)(ii). However, Westinghouse does _not submit revised FNMC Plan-pages following each change.

Instead, revised pages are submitted once each year (in October) to reflect all 70.32(c) type changes made during the past 12 months.

j Discussion By caer letter dated October 1,1993 (received in the Licensing Branch on j

October 19,1993), Westinghouse submitted 80 revised pagesito their FNMC' Plan i

dealing with nine changes. Most of the revised pages contained no' change in l

Plan commitments, but were revised due to a change of text location (due to.

j new text pushing old text onto a different page). The nine changes pertained' j

Updating an organization chart; I

2.

The use of UF artifact cylinder standards (empty and full), instead of

process cylinders, to generate replicate data (i.e., random weighing-error data) for the UF scale-

Clarification of sampling criteria for determining the nominal weight for fuel rod springs and end plugs; j

4.

Methodology for determining the net weight of a rod pellet column for rods containing mixed enrichments; 5.

Modification of methodology for verification of the SNM content of stored samples at the time of physical inventory; 6.

Expansion of the means for documenting an individual's " attesting to" declaration of the contents of a tamper-safe sealed container to include computer data entry (under controls that preclude data entry by an unauthorized individual); and 8.

Two typo corrections.

Upon review of the revised pages, it has been confirmed that all changes are of the type permitted by 70.32(c), and thus did not require NRC approval prior to implementation. That is, they do not decrease the effectiveness of the licensee's MC&A program as previously defined by the FNMC Plan.

Categorical Exclusion l

l Based on a review of the content of the submitted revisions, the staff has determined that the implementation of those changes have not and will not adversely affect the public health and safety, the common defensc and security, or the environment, and is otherwise in the public interest. The staff notes that the provisions in 10 CFR 51.22(c)(12) cites an exclusion for safeguards plans and material accountability. Therefore, neither an i

Environmental Assessment nor an Environmental Impact Statement is necessary for this proposed action.

Conclusion / Recommendation l

The staff concludes that the incorporation (by license condition) of these I

l revised Plan pages as replacement pages into the existing approved FNMC Plan l

is warranted, and should have no adverse effect on the common defense and security nor the public health and safety, and is otherwise in the public interest.
