Westinghouse Electric Company (W)
Columbia, South Carolina
SUBJECT:
SAFETY EVALUATION REPORT, AMENDMENT APPLICATION DATED j
JULY 23, 1987, AND SUPPLEMENT DATED AUGUST 14, 1987, RE I
CALCIUM FLUORIDE
Background
l W is authorized to ship dry calcium fluoride to an offsite briquettor.
In the subject application, { requests authorization to dewater the calcium i
fluoride and ship the cal}cium fluoride offsite for drying and for encapsulation or briquetting.
Discussion The W disposal method for calcium fluoride containing trace quantities of enriched uranTum would be modified slightly. Currently, dry calcium fluoride is shipped to a briquettor who ships the calcium fluoride to steel mills.
In the revised process, dewatered calcium fluoride would be shipped to the briquettor who would dry and either encapsulate or briquette the calcium fluoride.
In either case, the calcium fluoride would be f.orwarded to steel mills for use as a fluxing agent.
W has calculated the offsite dose from the drying stack. release to be less than U.1 percent of the 40 CFR 190 limit.
To facilitate this revised disposal method, W will install two concrete pads near the settling lagoons. OnepadwillsupFortthedewateringpresses, and the second covered pad will be used for storage of the dewatered solids while awaiting shipment.
In other administrative actions, W has revised Section 4.1 to reflect the NRC 1
division name change and Section 4.8 to delete reference to Western Zirconium.
These two changes have no effect on safety.

Conclusion /Recenmendations The staff concludes that the revised disposal method for calcium fluoride will have no adverse effect on the environment. Approval of the application is recommended. Condition 9 of the license should be amended to include the date of August 14, 1987.
The July 23 date will not be included in the license because it centains only descriptive information, not proposed license conditions.
The Region II Principal Inspector has no objection to this proposed action, i
