SAFETY EVALUATION REPORT: APFLICATION FOR AMENDMENT REQUEST FOR EXTENSION OF LICENSE SCHEDULE FOR SUBMITTAL OF VENTil.ATION SYSTEMS CSE SUMMARIES f

MCKGROUND Westinghouse Electric Corporation - Columbia Fuel Fabrication Facility (CFFF) requested an amendment to safety license condition S-2 to allow a change in the schedule for the submittal of the criticality safety evaluation (CSE) summaries for ventilation systems (Geometry Controlled), summary of CSE, and ventilation systems (Moderation Controlled), summary of CSE, both original ly due December 31,1997. Up to this time, the licensee has been providing timely submittals in accordance with the schedule stated in License Condition S-2. <

DISCUSSION in a discussion between CFFF and NRC staff, CFFF noted that there was considerably more effort needed for the ventilation sytems summaries than with other CSE summaries. In addition, CFFF indicated that they W completed an "as-built

• verification for the ventilation systems and were well along in con;p e the summaries.

The licensee provided a copy of the commitments they made at the October 29,1997, predecisional enforcement conference (letter from W. Goodwin to E. Ten Eyck, December 12, 1997) and indicated that the measures developed in response to the enforcement actions include a " Safety Margin improvement Program." CFFF pointed out that as a result of the ,

development of this program, substantial progress toward restoring CFFF compliance with SNM-1107 licensing requirements has been made since the predecisional enforcement conference.

Finally, CFFF noted that the Columbia Plant Risk Management Program, to which the Plant Ventilation Systems CSE is " coupled

• in License Condition S-2, has been delayed by the Environmental Protection Agency (EPA) until June 21,1999. Notwithstanding the above, CFFF states that the plant ventilation systems' CSE is being performed as part of the fuel system Integrated Safety Assessment (ISA) and will be completed by the proposed March 31,1998, date.

These changes are considered to be proceduralin nature. The staff has determined that the proposed changes do not adversaif affect public health and safety or the environment and are categorically excluded from the requirement to prepare a site-specific environmental i

assessment. Therefore, in accordance with 10 CFR 51.22(c)(11), neither an environmental assessment nor an environmental impact statement is warranted for this action.

CONCLUSION The Region ll Principal Inspector has no objection to this proposed action.
