SAFEGUARDS EVALUATION REPORT: SUBMITTAL DATED MAY 23 AND AUGUST 18, 1997. REVISIONS TO FUNDAMENTAL NUCLEAR MATERIAL CONTROL PLN4 BACKGROUND By cover letter. Westinghouse submitted a total revision of the facility's Fundamental Nuclear Material Control (FNMC) Plan. The changes to the entire Plan were made in order to respond to follow-up items from previous MC&A inspections and to a corrective action plan and lessons learned from the reported event of an inadvertent shipment of two fuel rods from the facility.

In addition, consequent upon the event enforcement conference and at the request of the NRC licensing reviewer, Westinghouse, in a separate addendum, submitted additional Plan changes to the event investigation. timetables to conform to regulatorv ;"idelines. These revisions were requested pursuant to the provisions of J. L 70.34 since the proposed changes were dealing with modified practices and changes.

DISCUSSION Westinghouse submitted various changes to the entire FNMC Plan which affected the text of all nine chapters. All revisions are made by section with a new

. designated date and revision number. These Plan changes pertained to:

e Better description of MC&A organization responsibilities, and clarification of different cerminologies used in MC&A related position descriptions:

, e Imposition of additional incident notification requirements resulting from a corrective action plan associated with an inadvertent shipment of two fuel rods from the facility; e Additional changes made to event investigation timetables in order to conform to regulatory guidance; e Clarification of requirements for training in measurs.. ants and measurement control:

e Modification of MC&A practices in scrap material receipts and related confirmatory measurements via uranyl nitrate solutions.

All of the proposed changes had been previously discussed with the NRC MC&A licens v g reviewer, and upon review of these submitted changes, they were found to be acceptable.

ENVIRONMENTAL REVIEW The staff has determined that the submitted FNMC Plan changes do not adversely affect public health and safety. the common defense and security, or the environment and is otherwise in the public interest. The provisions in 10 CFR 51.22(c)(12) cite an exclusion for safeguards plans and material accountability. Therefore. neither an environmental assessment nor an environmental impact statement is warranted for this action.

CONCLUSION i The staf f concludes that the licensee's FNMC Plan revisions are acceptable, and that the revised Plan contains appropriate and necessary commitments to satisfy applicable MC&A regulations specified in 10 CFR 74.31. Therefore, i Safeguards License Condition SG-1.1 has been revised to incorporate the i revised Plan.

The Operations Branch (FCOB) inspection staff has no objection to this proposed action.
