SAFETY EVALUATION REPORT: EXTENSION OF SCHEDULE -

CRITICALITY SAFETY EVALUATION

SUMMARY

FOR THE SCRUBBER SYSTEMS BACKGROUND Westinghouse Electric Corporation - Columbia Fuel Fabrication Facility (CFFF) requested an ame idment to safety license condition S-2 to allow a chtnge in the schedule for the submittal of the criticality safety evaluation (CSE) summaries for two components of the ventilation systems on December 17,1997. That request was approved by license amendment 10 issued on December 30,1997. Subsequently by letter dated January 12,1998, CFFF advised the NRC they had inadvertently omitted from the extension request the Scrubber Systems CSE, which is an integral part of the Ventilation Systems CSE.

DISCUSSION License Condition S-2 requires the submittal of CSE summaries for specific systems on a schedule set forth in the license. CSE summaries for three components of the ventilation systems, identified as Ventilation Systems (Geometry Controlled), Ventilation Systems (moderation controlled), and Scrubber Systems, were to be submitted in the f 3C by December 31,1997. CFFF request.sd an amendment to delay the subinittal of the two Ventilation Systems CSE summaries until the end of March 1998. In January, CFFF advised the project manager that they had forgotten to include the Scrubber Systems ln the December 17,1997, amendment request CFFF was advised to submit the Scrubber System CSE as soon as possible, since they were in non-compliance with License Condition S-2.

The extensions were requested because CFFF discovered there was considerably more effort needed for the ventilation and scrubber summaries than with other CSE summarios. They further in&ated they had comp!eted an "as-built

  • verification for the venti!ation systems and were well along in completing the summaries. The Ventilation Systems CSE, including the Scrubber System CSE, is being developed as part of the fuel system Integrated Safety Assessment (ISA) and will be completed by the proposed March 31,1998, date.

ENVIRONMENTAL REVIEW These cl snges are considered procedural in nature. Tue staff has determined that the proposed changes do not adversely affect p ablic health and safety or the environment and are categorically exciJded from the requirement to prepare a site-specific environmental assessment. Therefore, in accordance with 10 CFR 51.22(c)(11), neither an environmental assessment nor an environmental impact statement is warranted for this action.
