SAFETY EVALUATION REPORT, LICENSE AMENDMENT APPLICATION DATED JUNE 23, 1989, RE REVISED RADIOLOGICAL CONTINGENCY PLAN DATED MAY 24, 1989 (SUBMITTED BY LETTER DATED JUNE 23,1989)

Background

W is authcrized by the license to revise the Radiological Contingency Plan jirovided that the changes do not decrease the effectiveness of the Plan and that the NRC is notified of a change within 6 months of the change. The revisions dated May 24, 1989, were submitted as required by license condition.

The proposed amendment to the license incorporates the revisions dated May 24, 1989, into the license by reference to the June 23, 1989, submittal.

Discussion W revised about 30 pages in the Plan but concluded that the changes did not reduce the effectiveness of the Plan. Changes include:

revising the description of the criticality alarm system, revising the personnel casualty classification, revising position and organization titles, relocating the gamma alarm readout panel, revising the first aid training requirements, revising the evacuation routes, redefining the emergency backup communication device, relocating the emergency equipment updating the agreement letter for corporate assistance during emergency respons,es, and revising the emergency plan implementing procedures list. The NRC staff has reviewed these changes and agrees with the W assertion that the effectiveness of the Plan has not been reduced.

Conclusion / Recommendation The staff concludes that the changes do not decrease the effectiveness of the Radiological Contingency Plan. This amendment is issued for the convenience of the Commission to maintain up-to-date references to the Plan in the license.

The Region II staff has no objection to this proposed action.
