. 'RE APPROVAL FOR THE USE OF CALCIUM FLUORIDE AS MIXER WITH-

STEEL FLUX FORMING MATERIALS f' Background By letter dated April 24, 1987, Westinghouse Electric Corporation (the l licensee) requested an amendment to License No. SNM-1107 to authorize the i release of calcium fluoride (CaF ) to briquette manufacturers to be mixed i'

with other steel flux forming'ma,erials t and further distributed-to steel manufacturers in the production of steel. The calcium fluoride is a solid

! waste product enerated from Westinghouse's fuel fabrication operation and

has trace quanuties of enriched uranium. It is estimated that Westinghouse

[ will release about 1,000 tons of calcium fluoride per year. . ,

Discussion 4 According to the licensee, the uranium content in the calcium fluoride is in

- the range of 1.4 to 4.0 ppm. or.3.3 pCi/gm to 9.5 pC1/gm. These concentrations-l are well below the 30 pCi/gm limit as specified in Option 1 of the NRC's Branch ~

. Technical Position for the disposal of uranium and thorium wastes. The Option 1 i

level is a regulatory cutoff level that allows the disposal in an unrestricted

manner. In addition, other types of commercial calcium fluoride (fluorspar)

! used for the 'same purpose have equal or higher natural uranium (also with daughter products content),- i.e., Seaforth Mineral and Ore (14.0 - .12.2 ppm natura1' uranium); Mercier (2.53 - 2.78 pp. natural uranium). -The. reuse. of the licensee's calcium fluoride is not expected to ' result in 'an adverse impact to j humans and/or the environment.

2 MAY 12 1527 Conclusion / Recommendation The calcium fluoride from the licensee contains trace quantities.of uranium well below the NRC's specified limit for unrestricted release. The. reuse of this material will not result in an adverse impact to humans and the environment.

Approval of this proposed amendment action is therefore recommended. The Region II Project Inspector has.no objection to this action.
