SUMMARY

BACKGROUND By application dated March 21, 1997, Westinghouse requested a schedule change for the submittal of the summary of a Criticality Safety Evaluation (CSE) for "SNM Storage," from March 31, 1997, to April 30, 1997. The March 31, 1997, summary submittal date is called out in Safety condition S-2 of Materials License SNM-1107. ,

DISCUSSION )

The submittal states that preparation of the Criticality Safety Evaluation for  !

"SNM Storage," along with the internal reviews, coincided with a peak l production period and an unusually large frequency of NRC inspection. The i submittals of the CSE and the associated Criticality Safety Analysis (CSA) are j part of an ongoing process and not directly associated with license renewal.  !

As such, submittal schedules of the CSEs along with the associated technical j review are projected goals and could be changed as necessary. Accordingly, a j one month stift in schedule will have no significant safety implications.

ENVIRONMENTAL REVIEW These changes are considered administrative in nature. The staff has determined that the proposed changes do not adversely affect public health and safety or the environment. Therefore, in accordance with 10 CFR 51.22(c)(11),

neither an environmental assessment nor an environmental impact statement is warranted for this action.

CONCLUSION The staff concludes that the licensee's request to extend the the submittal of the summary of a Criticality Safety Evaluation (CSE) for "SNM Storage," from March 31, 1997 to April 30, 1997, is acceptable.

The Operations Branch (FCOB) inspection staff has no objection to this proposed action.
