SUBJECT:

SAFETY EVALUATION REPORT: AMENDMENT OF LICENSE CONDITION S-4 AND EXPANSION OF CAA BACKGROUND Westinghouse Electric Corporation - Columbia Fuel Fabrication Facility (CFFF) requested an amendment to their license to incorporate Safety Condition S-4 into paragraph 12.2.6 of their application, to correct a reference to a figure (Figure 2.3 to 1.3), and to reflect expansion of the Controlled Access Area in order to eliminate the need for a gate.

DISCUSSION License Condition S-4 has been wholly incorporated as Paragraph 12.2.6, " Exemption From Packaged Radioactive Material Monitoring Requirements." Accordingly License Condition S-4 in the license should be deleted from the license. The controlled access area has been expanded to include a warehouse and eliminate the need for one gate. This would allow onsite vehicles access to the warehouse without the need to unlock the gate. Figure 2.3 was renamed Figure 1.3 in order to comply with a reference in the text.

F.JiVIRONMENTAL REVIEW These changes are considered administrative in nature. The staff has determined that the proposed changes do not adversely affect public health and safety or the environment and are categorically exc!uded from the requirement to prepare a site-specific environmental assessment. Therefore, in accordance with 10 CFR 51.22(c)(11), neither an environmental assessrnent nor an environmental impact statement is warranted for this action.

CONCLUllLOE The staff has determined that the requested changes are reasonable and do not represent any danger to the health and safety of the public.

The Region 11 inspector has no objection to the proposed action.
