SAFETY EVALUATION REPORT: REVISED SITE EMERGENCY PLAN BACKGROUND By application dated November 6,1997, Westinghouse submitted changes to its Site Emergency Plan (SEP).

DISC'USSION The fol!owing changes were submitted in the November 6,1997 revision to the Westinghouse SEP:

Editorial changes to improve and/or enhance legibility, and correct typographical errors.

Changes to Sections 7.1 (Written Procedures) and 7.5 (Review and Updating of The Plan and Procedures) regarding the reassignment of responsibility for the review and approval authority for the SEP and implementing procedures.

Changes to Section 2.1.2 of the SEP (Conversion) describing conditions which automatically terminate flow to the precipitation column.

Changes to Section 2.1.2 of the SEP (Conversion), Page 2-2, deleting a statement regarding a centrifuge alarm which has been removed.

Changes to Section 3.1 of the SEP (Emergency Classification) which increase the effectiveness of the plan by reinstating the 15 minutes time limit for certain ernergency declarations.

Changes to Section 4.4 of the SEP (Coordination With Offsite Groups) deleting e

the Letters of Agreements (LOA) from Appendix A of the SEP but requiring the Emergency Program Administrator to maintain the LOC.

2 Changes to Section 6.6.1 of the SEP (Respiratory Protection Equipment) l.

deleting the reference to Appendix D showing the location of self contained breathing apparatus (SCBA) units but including the location of SCBA in Section l

9.6 of Emergency Procedure A-07, Rev. 2, November 6,1997, " Equipment and Supplies."

Changes to Section 7.2 (Training), for both emergency response organization (ERO) and non-ERO personnel. The general training requirements for the ERO were clarified and for non-ERO personnel the training frequency was changed from annual to biennial.

Changes to Section 3.1 of the SEP (Emergency Classification) by including examples ofinitiating conditions in the Classification Logic Flow Chart in Emergency Procedure A-04, Rev. 2 dated 8/25/97 (pages 6 thru 9 of 9).

In Westinghouse's April 7,1998, letter in response to NRC's request for additional information, Westinghouse stated in Attachment A, ite:n 4, that in the next revision of Emergency Procedure A-04, Rev. 2, dated 8/25/97 that the examples that were noted to be missing would be included.

In addition, as discussed in a May 6,1998, teleconference call between E. Flack and A. Gooden of the NRC and J. Heath of Westinghouse, Westinghouse agreed to provide annual evacuation trai.ning for all plant personnel which will address: (1) the voice communications system, (2) manual fire alarm pull stations, (3) the criticality siren, (4) flashing blue beacon and message waming panels, (5) evacuation routes, (6) assembly area locations, (7) the scan out and accountability procedure, and (8) employees responsibilities during emergency situations. Westinghouse agreed to maintain documentation of this training.

CONCLUSION l

The staff concludes that the licensee's revisions to the SEP do not decrease the effectiveness of the SEP, and are acceptable.

The Region 11 inspection staff has no objection to this prop sed ion.
