t AUG 2 4 1988 C0CKET NO: 70 1151 LICENSE 2: Westinghouse Electric Corporation M Columbia, South Carolina aVBJECT: SAFE 1Y EVALUATION REPORT, LICENSE AMENDMENT APPLICATION DATED AUGUST 12, 1988, RE REVISED RADIOLOGICAL CONTINGENCY PLAN, DATED AUGUST 12,1988 Backgrou d W is authorized to make changes in the Radiological Contingency Plan (RCP) provided that the changes do not reduce the effectiveness of the Plen and that NMSS is notified of the changes within 6 months of the changes. The application serves to notify NMSS of such changes and to update reference to the Plan in the license.

Discussion The RCP changes provide for a revised definition of a transportation accWent and updating of procedures. W found that these changos do not decrease the effectiveness of the Plan and are authorized by the license.

Conclusion /Recomendation The staff agrees with the W finding that the changes do not reduce the effectiveness of the Plan and recomands that the license be amended to update the references. This action will be taken for the convenience of the Commission to maintain up-to-date ruerences in the license.

CATEGORICAL EXCLUSION FOR REVISED RADIOLOGICAL CONTINGENCY PLAN By letter dated August 12, 1988 Westinghouse Electric Corporation submitted for NRC review their annual revision to the Radiological Contingency Plan.

Because the changes do not affect plant operations or installed equipment and diso do hot decrease the response effectiveness of the Radiological Contingency Plan, the changes do not increase the potential for or consequences from radiological accidents.

Accordingly, the staff has concluded that the following conditions have been met:

1. There is no significant change in the type or significant increase in the amount of any effluents that may be released offsite,
2. There is no significant increase in individual or cumulative occupationc1 radiation exposure,
3. There is no significant construction impact, and
4. There is no significant increase in the potential for or consequences from radiological accidents, i Therefore, in accordance with 10 CFR 51.22(c)(11), neither an Environmental Assessment nor en Environmental Impact Statement is warranted for this proposed action.
