SUBJECT:

CATEGORICAL EXCLUSION FOR AMENDMENT REQUEST DATED APRIL 23, 1986 By letter dated April 23, 1986, Westinghouse requested an amendment to Materials License No. SNM-1107. This amendment would grant a limited exemption from the continuous surveillance portion of Section 4.2 of SNM-1107 for materials which meet the concentration limits of Section 4.5 of SNM_1107. The purpose of this request is to authorize the transfer of low level materials to vendors for demonstration and testing as a precursor to developing treatment methods for the eventual recycle of this material rather than burial.

With the amendment request Westinghouse has submitted a list of criteria which will apply to the material transfers. Neither public health and safety nor the environment will be compromised as a result of this amendment. Accordingly, the staff has concluded that the following conditions have been met:

1.

There is no significant increase in the type or significant increase in the amount of any effluents that may be released offsite, 2.

There is no significant increase in individual or cumulative occupational radiation exposure, 3.

There is no significant construction impact, and 4.

There is no significant increase in the potential for or consequences from radiological accidents.

Therefore, in accordance with 10 CFR 51.22(c)(11), neither an environmental assessment nor an environmental impact statement is warranted for this proposed action.
