6 Background
In'respo'nse to DOE concerns about the potential hazards of, filling UF
. cylinders containing hydrocarbons,. NMSS requsted licensees to as:,ess kheir UF cylinder handling procedures to prevent or detect the introduction of hy$ror.srbonsintoUF cylinders. Following the assessment, the licensees g
were requested to pr5 vide the assessment in the form of a license amendment ~
application. The subject application is in response to the NMSS letter of-March 2, 1987.
. Discussion W has evaluated the receipt. processing, cold trapping, maintenance, storage, and transport of UF cylinders. UF, is received in cylinders with tamper-safe g
seals. Cylinders wTth damaged seals are not accepted for processing.
New cylinders are inspected'end cleaned in accordance with ANSI N14.1.
Processing of cylinders is conducted only after a cold vacuum check to verify the integrity of the cylinder during storage. Halocarbon oils, which are used in process gauges, are controlled by procedures.. Tamper-safe seals are placed on " empty" cylinders after passing weight and vacuum checks.
Cold trapping is performed with vacuum pumps containing oil. Oil traps with capacities greater than the vacuum pumps are inline between the~ cold trap cylinder and the pump.
Maintenance on a full cylinder or process lines is done under controlled conditions so that hydrocarbons cannot inadvertently be introduced:into the.
cylinder. Decertification of cylinders is done in accordance with ANSI N14.1.
Tamper-safe scals are placed on cylinders prior to highway transport.
