Millstone Unit No.1 Integrated Safety Assessment Program Final Report for Millstone Unit No.1

[b During the past several years, Northeast Nuclear Energy Company (NNECO) and the NRC have been developing and implementing the Integrated Safety Assessment Program (ISAP) for Millstone Unit No.1. These efforts have culminated with NNECO's completion of an integrated assessment of Millstone Unit No.1, specific details of which are provided in the attached report. For your convenience, we are also providing a summary of the Millstone Unit No.1 ISAP final report.

Our experience to date with the ISAP has demonstrated the program to be a resource efficient and cost-effective process for enhancing nuclear power plant safety letter, (UAnd operations. In addition, as described in NNECO's June 18, 1986 the ISAP has been very beneficial to both NNECO and the NRC in achieving the regulatory objectives of the NRC as outlined in NUREG-0885 (1986 NRC Policy and Program Guidance). For these and other reasons, NNECO strongly supports continuation of the program.

In accordance with the provisions of 10CFR2.790, it is requested that Appendix D of the Millstone Unit No.1 ISAP final report be withheld from public disclosure as it is considered to be proprietary to Northeast Utilities. The reasons for the classification of this material as proprietary are delineated in the accompanying affidavit.
