This is in response to your November 13, 1986 letter requesting that Safeguards License Conditions 7.2 and 7.3 be revised.

We have reviewed your request and have determined that granting it will not adversely affect the comon defense and security nor the public health and safety and is otherwise in the public interest. Accordingly, we are with-drawing existing License Conditions 7.2 and 7.3 and issuing a new Condition 7.2 to Amendment SG-1 to your License No. SNM-1097, effective immediately, to read as follows:

7.2 Notwithstanding the requirements of 10 CFR 70.58(i)(2) to process and recover scrap generated in the licensee's plant (measured with an uncertainty of greater than 110% and enriched to less than 20% in the U-235 isotope ) so that it is not on inventory longer than twelve months and notwith-standing similar commitments in the Plan identified in Condition 2.1, the licensee may retain on site generated scrap with a measurement uncertainty of greater than i 10% until December 31, 1987.
