OPERATIONAL SAFETY ASSESSMENT As a result of the accident involving the release of uranium hexaflouride from the Kerr-McGee Sequoyah Fuels Facility in Gore, Oklahoma, on January 4,1986, the NRC conducted an operational safety assessment at your Wilmington Facility during the week of October 6, 1986.

The results of the assessment were

-forwarded to you by the NRC Inspection Report No. 70-1113/86-22.

After operational safety assessments were conducted at all of the major fuel cycle facilities, it was decided by the NRC to periodically conduct similar assessments at fuel cycle facilities.

An operational safety assessment of your facility has been scheduled for the week of September. 24, 1990, and will be conducted by a team composed of representatives from Region II, NMSS, EPA and the State of North Carolina. The team leader will be Mr. G. L. Troup of this office.

During the assessment, the team will examine existing operational conditions at your facility to identify potential safety hazards that, when combined with site operations, could impact public health and safety.

The team will also examine whether there are systems and procedures in place to identify the use and handling of hazardous materials which could result in radiological safety consequences, and will determine whether these are adequately implemented. The areas to be covered include emergency contingency planning, procedures control, training, audits, management controls, maintenance and surveillance testing as they relate to the various operations conducted at your plant.

As a result of the assessment, the NRC will determine if additional measures are necessary to address safety problems identified during the review. The assessment is not an compliance oriented inspection; it is intended to provide feedback to both the NRC and the licensee. However, if a violation of an NRC requirement is identified during the assessment, it will be handled in accordance with our Enforcement Policy.

Records of reviews and audits conducted by your personnel, maintenance, training, and contingency plan drills should be made available for review by the assessment team while at your facility.

T As this assessment is considered to be an expanded routine inspection, an inspection fee will be billed for NRC personnel in accordance with 10 CFR Part 170, Section 170.31.

Fees for state personnel, if any, will be handled directly by the state agency.
