REVISION TO FUNDAMENTAL NUCLEAR MATERIAL CONTROL PLAN (TAC NO. L31165)
Dear Mr. Vaughan:
. This is in response to your correspondence dated February 25,1999, by which your facility submitted certain changes to Chapter 4.0 of your Fundamental Nuclear Material Control (FNMC)
Plan. We have completed our review of the suomitted changes, and have determined that these changes do not decrease the effectiveness of your material control and accounting (MC&A) program, and thus, were properly submitted under the provisions of 10 CFR 70.32(c).
! Accordingly, the revision to your FNMC Plan is acceptable, and Safeguards License Condition
' SG-1.1 of your Materials License SNM-1097 has been revised to include the revision of February 25,1999, and to read as follows:
SG-1.1 The licensee shall follow Chapters 1.0 through 9.0 of its Fundamental Nuclear Material Control Plan dated December 16,1987, which has been partially revised as indicated by Revision 35 of Page 1 (dated February 25,1999, and titled
" Revisions by Chapter) of said Plan. This Plan may be further revised in j
accordance with, and pursuant to, the provisions of either 10 CFR 70.32(c) or 70.34.

. Please note that three temporary Safeguards Conditions SG-1.3, SG-1.4, and SG-1.5 are no longer applicable, and have been deleted. All other conditions to this license remain the same.
Enclosed are copies of the revised Materials License SNM-1097 and the Safeguards Evaluation Report, which includes the Categorical Exclusion.
