Dear Mr. Vaughan:

, I l In accordance with your application dated August 5,1999, and pursuant to Part 70 to Title 10 of j the Code of Federal Regulations, Materials License SNM-1097 is hereby amended to include l Revision 5 to your " Physical Security Plan" dated August 1999. Accordingly, Safeguards l Condition SG-2.1 has been revised and reads as follows:

SG-2.1 The licensee shall follow the physical protection plan entitled, " Physical Security Plan," Revision 5, dated August 5,1999 (letter dated August 5,1999); and as it may be further revised in accordance with the provisions of 10 CFR 73.32(e).

All other license conditions remain unchanged.

i Enclosed are copies of the revised Materials License SNM-1097 and the Safeguards Evaluation 3

l Report. l We have determined that the enclosures to your August 5,1999, letter contain information of the type specified in 10 CFR 2.790(d). Accordingly, pursuant to Section 2.790(d)(1), such l information is deemed to be commercial or financial within the meaning of 10 CFR 9.17(a)(4) and shall be withheld from public disclosure subject to the provisions of 10 CFR 9 23.
