Response to NRC Generic Letter 98-03

Reference:

NRC Materials License SNM-1097, Docket 70-1113 The purpose of this letter is to respond to the Nuclear Regulatory Commission's Generic Letter 98-03, requesting infonnation regarding Year 2000 (Y2K) Readiness at our Nuclear Energy Production facility located in Wilmington, N. C. Generic Letter 98-03 requires that addressees "Within 90 days of the date of this Generic Letter, submit a written response indicating whether you have pursued and are continuing to pursue a Y2K Readiness Program."

This letter provides the required 90 day response.

GE Nuclear Energy is engaged in an effort to identify and address Y2K date-related issues in a broad range of areas.

We have named a full-time Y2K program leader and are devoting appropriate resources to this effort. The answers to the specific Generic Letter 98-03 inquiries are as follows-

1) Program Scope - A comprehensive program covering information Technology systems, facilities and suppliers.
2) Assessment Process and Plans for Corrective Action - A four step procc.ss which involves the following steps:

a) Inventory hardware and software used at the facility.

b) Analyze, create an impact assessment, and identify an appropriate strategy for closure on each item.

c) Improve each item by executing the strategy, testing, and deploying the fix, as necessary, d) Maintain configuration control for Y2K Readiness.

3) Schedules for Testing and Validation - 12/31/98 target for completion of the " Improve" phase to achieve Y2K Readiness. Upon completing our Y2K Readiness Program, or, in any event, no later than December 31,1998, GE will submit a written response confirming that our fuel facility is Y2K Ready and in compliance with the terms and conditions of our license; or, if our facility is not Y2K Ready by December 31,1998, then GE wi'.1 submit a written response that contains a status report of work remaining to be done to become Y2K Ready, including completion schedules. For systems that may affect safety or safeguards, contingency plans to become Y2K Ready will be included in our response.

We believe that we are implementing effective plans to address potential Y2K issues and provide for safe operation of our fuel fabrication facility, consistent with the terms and conditions of our facility license.
