SUBJECT:

INSPECTION REPORT NO. 70-1113/99-202

Dear Mr. Kline:

This refers to the fire protection inspection by members of the Nuclear Regulatory Commission

' (NRC) Headquarters staff conducted on August 2-6,1999, at your facility in Wilmington, North Carolina. The purpose of this inspection was to determine whether activities authorized by your license were conducted safely and in accordance with the NRC requirements. At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the enclosed report.

Areas reviewed during the !nspection are identified in the report. Within these areas, the inspection consisted of fwMy walk-throughs, selective examinations of procedures and records, examinations of safety eqspment, interviews with personnel, and observations. Based on the results of the inspection, no violations or deviations were identified. However, weaknesses were'noted in the control of combustibles in proximity of the UF. cylinder storage yard and with the adequacy and completeness of the inspection and testing for some fire protection systems in I the Dry Conversion Process Facility.

However, you should note that weaknesses requiring your attention were identified in the control of combustibles in proximity of UF, cylinder storage yard and the adequacy in completeness of the inspection and testing for some fire protection systems in the Dry Conversion Process Facility.
