MAY 1w 1990 ENCt.0SURE 2 Meeting Summary On April 26, 1990, representatives of the NRC met with General Electric Nuclear fuel & Component Manufacturing (GE NF&CM) personnel at the NRC Region 11 Office to discuss organization changes, current initiatives, and the overall program relating to Compliance Improvement at the Wilmington facility.

The meeting was held at the request of GE NF&CM to discuss the changes, and the ways in which they will facilitate the correction of the root cause of violations identified in NRC Inspection Report 70-1113/89-05, in Inspection Report 70-1113/89-05, two violations with multiple examples were identified concerning failure to follow the requirements of approved procedures.

As part of the root cause identification of these violations, GE NF&CM contracted to have an independent assessment of worker attitudes and performance.

Based on the assessment findings, GE NF&CM initiated changes in three major-areas:

1.

Organization 2.

Training 3.

Communications / Employee Motivation Organizational changes involved a restructing of program management and the assignment of Area Coordinators.

Area coordinators will replace some of the more traditional line supervisor functions as the team concept with high employee involvement is implemented.

The major emphasis of the presentations centered on the application of the assessment findings to improve communica-tions and improve operations through the " Employee Involvement" program.

Future independent assessments will be conducted to evaluate the success of these programs.
