Dear Mr. Winslow:
This letter is in regard to your letter, with attachments, dated June 15, 1990 whereby you submitted revisions to your currently approved Fundamental Nuclear Material Control (FNMC) Plan. The revisions were made under the provisions of10CFR70.32(c).
We have determined that the changes made to Sections 3.3.2, 3.3.3, 3.4.2, and 3.4.4 - Revision 2 dated Uune 15, 1990 are acceptable in that they are con-sistent with regulatory requirements and meet the intent of regulatory guidelines and standards. Accordingly, License Condition 1.1 to Safeguards Amendment SG-2 to your License No. SNM-1097 is hereby revised, effective upon receipt of this letter, to read is follows:
1.1 The licensee shall follow Sections 1.0 through 9.0 of its-Fundamental Nuclear Materials Control Plan dated December 16, 1987 -
designa ed as Revision 0; as revised by the " Revisions By Page" -
Revision 13 dated June 15, 1990 (page 1 of the FNMC Plan) and as may be revised in accordance with, and pursuant to, the provisions of either 10 CFR 70.34 or 70.32(c).
We have determined that the attachments (pages 3.6, 3.7. 3.13, and 3.15) to
-your letter dated June 15, 1990 contain information of the type specified in 10 CFR 2.790(d). Accordingly, pursuant to Section 2.790(d)(1), such information is deemed to be commercial or financial within the meaning of 10 CFR 9.17(a)(4) and shall be withheld from public disclosure unless subject to the provisions of 10 CFR 9.23.
