Gentlemen:

SUBJECT: REPORT NOS. 50-325/88-21 AND 50-324/88-21 ,

Thank you for your supplemental response of October 13, 1988, to our Notice of

Violation, issued on August 8,1988, concerning activities cor. ducted at your

Brunswick facility. During our review of the supplemental response, we noted -

that the portion concerning violation 50-325/88-21-03 did not address any I

responsibility that operations personnel have in ensuring that post-maintenance

testing has been correctly determined. Based on a telephone conversation on  !

November 9,1988, between Mr. P. E. Fredrickson ano Mr. J. L. Harness of your

staff, we understand that by December 1,1988, you will procedurally define

more clearly the responsibility and the level of involvement of your operations  !

Staff, specifically the licensed operators and shift technical advisors, in i

detemining post-maintenance testing requirements for both corrective ,

non-routine maintenance and routine preventative maintenance.

Accordir. gly, based on your comitment to better clarify your operations staff's  !

involvement in assuring proper naintenance test requirements, we find that your

supplemental response meets the requirements of 10 CFR 2.201, and we will

examine the implementation of .your corrective actions during future inspec- i

tions. If your understanding of the obtiined comitment is different than that  ;

which is described above, please infom us imediately.
