Dear Mr. Terry:

l By letter dated April 15,1993, Texas Utilities Electric Company (TU Electric) responded to j Generic Letter (GL) 92-08, "Thermo-Lag 330-1 Fire Barriers," dated December 17,1992.

Numerous supplements by TU Electric and follow-up requests for additional information by the -

U.S. Nuclear Regulatory Commission (NRC) staff were issued in regard to Thermo-Lag 330-1 l fire barriers installed at CPSES, Unit 1.

The NRC staff has reviewed your letters. Your responses dated April 9 and May 1,1998,  !

stated that you would perform fire endurance tests and undertake upgrades to Thermo-Lag I installations (Thermo-Lag 330-1 fire barrier corrective actions). The NRC staff issued a Confirmatory Order Modi'ying License on July 28,1998, confirming TU Electric's commitment to {

i complete implementation of Thermo-Lag 330-1 fire barrier corrective actions by December 31, j 1998. By letter dated December 22,1998, you stated that all corrective actions for the l resolution of the Thermo-Lag issues had been implemented at CPSES, Unit 1. The staff has reviewed the information provided by TU Electric in the above submittals and has concluded that TU Electric has adequately resolved the technical issues related to items 1,3, and 4 from l the May 22,1996, Safety Evaluation (SE), such that these remaining items can be closed. The i staff's review is documented in the enclosed Supplemental SE. On the basia of its review, the l

staff has determined that you have provided the information and performed the actions I requested in GL 92-08 and the actions tracked by TAC No. M85536 are complete. This j completes the staff's evaluation related to the qualification of the Thermo-Lag fire barriers at  !
