. 3.3.3, Post Accident Monitoring. Instrumentation l 3.4.17, Reactor Coolant System Loops - Test L Exceptions 5.3, Unit Staff Qualifications Pursuant to 10 CFR 50.90, Duke Energy Corporation is

' requesting'an amendment to the Catawba Nuclear Station Facility Operating Licenses'and Technical Specifications (TS). This amendment modifies the subject TS as follows:

-so that it is applicable to two or more channels of the Nuclear Service Water Suction Transfer-Low Pit Level function.

  • Modifies TS 3.3.2, Table 3.3.2-1 by deleting Function 6d, Auxiliary Feedwater Loss of Offsite Power. Appropriate requirements governing this function will be specified in TS 3.3.5 for the Loss of Power Diesel Generator Start Instrumentation.

l e.. Modifies TS 3.3.3, Table 3.3.3-1 by changing the L specified conditions for the Reactor Coolant System Subcooling Margin Monitor (Function 17). Two of the conditions presently specified in the table are

  • Modifies.TS 3.4.17, Surveillance Requirement (SR) 3.4.17.2 by changing the specified P-7 function to the P-10;and P-13. functions. The previous version of the Catawba TS also specified the P-7 function for this SR, which was determined to be incorrect.

Modifies TS 5.3 to delete reference to the stated requirements for licensed Operators and Senior Reactor Operators, as 10 CFR 55 specifies all requirements pertaining to operator licensing.

The contents of this amendment request package are as follows:

Attachment 1 provides marked copies of the affected TS and Bases pages for Catawba, showing the proposed changes.

Attachment 2 contains reprinted pages of the affected TS and Bases pages for Catawba. Attachment 3 provides a description of the proposed changes and technical

_ justification. Pursuant to 10 CFR 50.92, Attachment 4 documents the determination that the amendment contains No Significant Hazards Considerations. Pursuant to 10 CFR

51. 22 (c) ( 9 ) , Attachment 5 provides the basis for the categorical exclusion from performing an Environmental Assessment / Impact Statement.

Implementation of this amendment to the Catawba Facility Operating Licenses and TS will not impact the Catawba Updated Final Safety Analysis Report (UFSAR). -

Duke is requesting NRC review and approval of this amendment at your earliest convenience so that the identified errors in the TS may be corrected.

In accordance with Duke administrative procedures and the Quality Assurance Program Topical Report, this proposed amendment has been previously reviewed and approved by the Catawba Plant Operations Review Committee and the Duke Corporate Nuclear Safety Review Board.

Purauant to 10 CFR 50.91, a copy of this proposed amendment is:being sent to the appropriate state official.
