DOCKET NOS. 50-445 AND 50-446 STEADY STATE REACTOR PHYSICS METHODOLOGY TOPICAL REPORT RXE-89-003 REF: Letter from W. J. Cahill, Jr. (TV Electric) to USNRC, TXX-89047, dated January 21, 1989.

Gentlemen:

TV Electric has developed a steady state reactor physics methodology to be utilized in support of design, licensing, startup and operation of Comanche Peak Steam Electric Station (CPSES) Units 1 and 2. The methodology has been verified by comparison of analytical results to measured results for core configurations ranging from infinite pin cells to power reactors. In addition, based on those comparisons, the reliability of the analytical l results has been quantified to permit application of appropriate uncertainties l

to those reactor physics design parameters important to safety analyses.

Lastly, pre-startup calculations have been performed for Comanche Peak Unit 1, Cycle 1 using the TU Electric methodology. The TU Electric results have been compared to Westinghouse design predictions. The steady state reactor physics analysis capability represents one component of the complete TU Electric reload analysis program described in Reference 1.

Additional verification of the methodology is underway through analyses of i Standard Problems provided by Brookhaven National Laboratory (BNL). The Standard Problems include both an assembly configuration and a core configuration. The TU Electric results of the Standard Problem calculations will be provided to BNL during the third quarter of this year. After BNL completes their review of the TU Electric analyses, the conclusions from that review will be submitted to the NRC by TU Electric.
