GULF STAETES UTILITIES COMPANY POST o F F I C E. B o x 296 1 . BEAUMONT, TEXAS 77704 AREACoDE 409 830 0631 June 12, 1987 RBG- 26109 File No. G9.5 U. S. Nuclear Regulatory Commission Document Control Desk Washington, D. C. 20555 Gentlemen:

River Bend Station - Unit 1 Docket No. 50-458 Gulf States Utilities Company (GSU) submitted on June 29, 1984 its " Report on Termination of Construction Activities for River Bend Station -

Unit 2" in conjunction with its request that Construction Permit No. CPPR-146 be terminated. This letter provides an update of GSU's plans for restoring Unit 2 related construction areas due to the cancellation of the unit.

As stated in the referenced report, restoration of Unit 2 dedicated areas will be done in concert with those areas affected by Unit I construction. It was anticipated at that time that the restoration would take place during the first year following commercial operation of Unit 1. Many of the facilities and much of the material associated with the construction phase of the plant have been removqd and those areas partially restored.

Disturbed areas hav3 been stabilized and are periodically inspected for erosion problems.

GSU is currently evaluating alternatives to the disposition of the Unit 2 excavation originally proposed. However, the berm around the Unit 2 excavation, and the slopes near the Unit 1 ultimate heat sink and adjacent to the service water tunnel (G tunnel) are being maintained in a condition which will enable them to fulfill their safety function during the existence of the Unit 2 excavation. The north, vest, and south slopes of the i excavation are being maintained as necessary to protect the berm.

All eroded materials within this area drain into the excavation and p'ose no threat to natural water courses.

Specifications are being prepared to have the Unit 2 dewatering wells I abandoned in accordance with State of Louisiana regulations.

Disposition of these wells should be complete by the end of 1987. The Unit 2 cooling tower area may continue to be used as a material storage and temporary facility area for future refueling outages and plant maintenance. Measures will be taken if necessary to repair any erosion problems.

Restoration of the remainder of the areas will be accomplished in phases as the remaining facilities and materials are removed and as resources permit. A plan is being developed whereby this can be accomplished in an orderly manner considering such factors as erosion, aesthetics, wildlife management, economics and manpower resources.

Sincerely.
