"Onerational Ecolonical Monitorine Prouram for the Troian Nuclear Plant" In accordance with NPF-1, Appendix B, Environmental Protection Plan, Section 5.4.1, this letter transmits Portland General Electric Company's " Operational Ecological Monitoring Program for the Trojan Nuclear Plant," 1997 Annual Report.

Due to the non-operational status of the plant and completion of requirements, aerial remote sensing and terrestrial issue requirements are not included in this report and will not be performed in the future.

The monitoring data included in Section II will also not be reported in the future. By letter dated November 10, 1997, the Oregon Department of Fish and Wildlife (ODFW) concurred that the ecological non-radiological monitoring program at Trojan is no longer necessary and could be eliminated. Since confirmation was received late in the year, monitoring was essentially completed for 1997 and the resulting data is included in this report.

All existing non-radiological effluents continue to be monitored and will be reported in accordance with the Oregon Department of Environmental Quality's National Pollutant Discharge Elimination System (NPDES) permit and Environmental Protection Plan, Section 5.4.1.
