Dear Mr. Denton:

Please find attached a report entitled " Rod Swap Methodology Report for Start-up Physics Testing". This report was developed by Duke Power" Company for McGuire Nuclear Station and Catawba Nuclear Station. .

During the initial Startup Physics testing at McGuire, Units 1 and 2, and Catawba, Unit 1, the Boration/ Dilution method was used to measure control and shutdown bank worths. During subsequent startups at McGuire, an approved vendor Rod Swap Methodology has been used.

Duke Power has developed a Rod Swap Methodology as an extension of its startup physics testing program. The attached report describes the calcula-tional procedures used to develop the rod swap constants and describes the measurement procedure used to determine the inferred bank worths. The report also presents a comparison between the calculated and inferred bank worths for McGuire Unit 1 Cycles 2 and 3, and McGuire Unit 2 Cycle 2. The calculations as performed in this procedure utilize approved physics codes and methodologies.

Duke Power intends to utilize the attached rod swap methodology during all future startups at McGuire and Catawba Nulcear Stations. This report is being submitted to the NRC for information only, however, if there are any questions regarding the report, please contact us.
