Catawba Nuclear-Station Docket Nos. 50-413 and 50-414 Original Issue el Catawba Selected Licensee Commitments Gentlemen:

Pursuant to 10~CFR'50.4 and 50.71, please find attached the Catawba Selected Licensee Commitments. The SLC Manual is Chapter 16.0 to the Catawba FSAR.-

The initial %C manual contains no commitments. The Station Directive which

applies to the 3LC's is contained'in the appendix to the manual, and marked:

"For Information Only." This manual is meant to contain-commitments which require control,'but are not-appropriate in the Technical Specifications-(TS). Some examples include the TS related to Fire Protection, Radiation Effluent TS, and the lists of containment isolation valves. When the TS changes are approved to move these items to the SLC Manual, it will be possible to update the commitments using a 50.59 evaluation, rather than a TS change. The ability to update the SLC in this manner will make it easier to keep items involving long lists, or requiring frequent' changes up to de.ts .
