NOTICE OF VIOLATION Union Electric Company Docket No. 50-483 As a result of the inspection conducted on August 1 through October 4, 1986, and in accordance with the " General Policy and Procedures for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the following violation was identified:

Technical Specification 3.7.10.2 requires that the Pre-Action Sprinkler System be operable for the protection of cable trays in the auxiliary building, 2000 foot elevation. This area is identified as an area containing redundant systems or components which could be damaged. Action statement a. requires that with a Sprinkler System inoperable, within one hour establish a continuous fire watch with backup fire suppression equipment for those areas in which redundant systems or components could be damaged.

Contrary to the above, for 311 hours0.0036 days <br />0.0864 hours <br />5.142196e-4 weeks <br />1.183355e-4 months <br /> between 1526 on September 8, 1986 and 2039 on September 10, 1986, the Pre-Action Sprinkler System in the auxiliary building, 2000 foot elevation was inoperable and a continuous backup fire watch was not established during this period.

This is a Severity Level IV violation (Supplement I) (483/86019-01(DRP)).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation: (1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.

Consideration may be given to extending your response time for good cause shown.
