MCGUIRE UNIT 2 EXCEPTION FROM BULLETIN 88-08, THERMAL STRESSES IN PIPING CONNECTED TO REACTOR COOLANT SYSTEMS (TACS 69649 AND 69650)

Action 2 of NRC Bulletin 88-08 requests licensees to nondestructively examine welds, heat-affected zones, hiDh stress locations, and geometric discontinuities in unisolable sections of piping connected to the reactor coolant system (RCS) that may have been subjected to excessive thermal stresses.

By letter dated August 8,1989, you requested a partial exception from the inspection requirements of Action 2 of Bulletin 88-08 regarding two inaccessible elbows in the McGuire Unit 2 safety injection _ piping to the "D" RCS cold leg.

Inspection of these two elbows would wquire removal of aipe whip restraints -

and result in an estimated 20-25 un-rem dose for the jo). In lieu of this inspection, you committed to install temporary temperature instrumentation to monitor the thermal conditions of the safety injection piping. Your August 18, 1989 letter provided additional information regarding both the temperature instrumentation to be installed on all four safety injection-lines and the plans for collecting temperature data during various modes of plant operation and for analyzing the data collected. ,

The NRC staff has reviewed your exception request and its bases, taking l particular note of the following: l l 1. The safety injection piping is of small diameter (1-1/2 inches) and i l is, therefore, not likely to experience thermal stratification.

2. Similar piping inspected on McGuire Unit I and Catawba Units 1 and 2 did not have indications of' excessive thermal stresses. j We find that your commitment to install temporary temperature instrumentation i and to analyze the thermal conditions of this piping provides an adequate Alternative to inspection of the two elbows. Therefore, your exception to action 2 of Bulletin 88-08 is granted. We request j that the results of the temperature. monitoring program be reported to the NRC prior to restart from the next Unit 2 refueling outage. . This should include your analysis conclusions and your recommendations regarding continued monitoring.
