By your letter dated August 12, 1988 andanenclosedWestinghouseaffidavit},

dated June 16, 1988, you submitted WCAP-8687, Supplement 2-E688, Revision 0

" Qualification of ATWS Mitigating System Actuation Circuitry in AMC0 Cabinet and Wall Mounted Hoffman Relay Enclosure," dated May 1988. You also requested that the.WCAP be withheld from public disclosure pursuant to 10 CFR 2.790.

As a basis for your request to withhold the WCAP, owned by Westinghouse Electric Corporation, the affidavit addresses the considerations listed in

. paragraph (b)(4) of 10 CFR 2.790 as follows (stated in part):

1. The information is owned and has been held in confidence by Westinghouse.
2. The information is of a type customarily held in confidence.
3. The information is not available in public sources to the best of our knowledge and belief.
4. Public disclosure of this information is likely to cause substantial harm to the competitive position of Westinghouse.

We have reviewed your application and the material in accordance with the requirements of 10 CFR 2.790. On the basis of the Westinghouse statements, we have determined that the submitted information sought to be withheld contains trade secrets or proprietary commercial information.
