I SUBJECT: PILGRIM INSPECTION REPORT 50-293/98-01 AND NOTICE OF VIOLATION

Dear Mr. Olivier:

On February 24,1998, the NRC completed an inspection at the Pilgrim Nuclear Power

Station in Plymouth, Massachusetts. The enclosed report presents the results of that

inspection.

l

l During the seven weeks covered by this inspection period, the conduct of activities at the

Pilgrim facility was characterized by safe plant operations. Two violations of NRC

requirements were identified that are cited in the enclosed Notice of Violation. The first

violation involved a late 50.72 notification to report a condition outside the design basis

that involved the emergency diesel generator fuel oil storage system. This resulted when

an engineer failed to follow the established problem report process to promptly initiate a

problem report. The second violation involved a failure to update the updated final safety

analysis report (UFSAR)in a timely manner due to inadequate procedures. Although this

was cited as a violation, we note that this issue was initially identified during a self

assessment activity.

l You are required to respond to this letter and should follow the instructions specified in the

l enclosed Notice when preparing your response. In your response, you should document

i the specific actions taken and any additional actions you plan to prevent recurrence. Your

'

response may reference or include previous docketed correspondence if the I

correspondence adequately addresses the required response. After reviewing your

response to this Notice, including your proposed corrective actions and the results of l

future inspections, the NRC will determine whether further NRC enforcement action is

necessary to ensure compliance with NRC regulatory requirements.

Additionally, your radioactive liquid and gaseous effluent control programs were inspected

by a Region 1 Radiation Specialist during this inspection period. The inspection consisted

of selective examinations of procedures and representative records, interviews with

personnel, and observations by the inspector. The programs were considered to be well-

implemented.
