RESPONSIBILITIES OF THE RECOVERY ORGANIZATION 1.0 PURPOSE Prescribes the methods for providing guidelines for recovery actions necessary to restore the plant to its pre-emergency status. i 2.0 USE REFERENCES - None l I 3.0 ENTRY CONDITIONS . l 3.1 The RERP Plan is activated. 3.2 The emergency situation has stabilized; j 3.2.1 Radiation levels in all in-plant areas are stable and decreasing with time. 3.2.2 Reactor is in a shutdown condition with adequate core cooling. 3.2.3 Release of radioactive materlats to the environment is within EPA Guidelines limits and the potential for additional uncontrolled releases is minimal. 3.2.4 Fire, flooding, or similar emergency conditions which do not affect reactor operations are under control. 3.3 The Emergency Officer or Emergency Director orders assembly and activation of the Recovery Organization. 3.4 The Recovery Organization shall also assemble to ensure safe and correct measures are taken to complete activities performed when the one or more of the following criteria are met: 3.4.1 Normally occupied areas of the plant are inaccessible due to increased radioactivity following an accident. 3.4.2 One or more of the three fission product barriers have failed. 3.4.3 Corrective measures have the potential for affecting plant access or the health and safety of the general public. l 4.0 GENERAL INFORMATION 4.1 in any emergency, the immediate action is to limit the consequences of the incident to maximize protection for plant personnel and the general public. 4.1.1 Once the immediate corrective and protective actions have established an effective control over the emergency, subsequent actions are part of the j recovery program.

Page 3 'l l 4.1.2 All actio'ns in the recovery program shall be deliberately planned to minimize. hazards to recovery personnel. j I 4.2 The Emergency Officer (or Emergency Director if the Emergency Operations Facility is not  ! activated) may assemble the Recovery Organization following any event declaration. J 4.3 The recovery plan must be flexible to meet the needs of the existing coaditions. Edison-shall coordinate with federal and local officials if onsite operations have the potential for offsite impact. 4.4 The Vice President, Nuclear Operations / alternate shall serve as the Recovery Manager. 4.5 Tne following personnel (or their alternates) shall also serve in the Recovery Organization ) and shall report to the Recovery Manager. - 4.5.1 . The Plant Manager, Nuclear Production shall act as the Nuclear Production -l Coordinator. 4.5.2 The Manager, Wayne-Monroe Division shall act as the Offsite Activities Coordinator. 1 l 4.5.3 The General Director, Nuclear Engineering shall act as the Technical and Engineering Support Coordinator. 4.5.4 The Director, Nuclear Services shall act as the Administration, and Planning Support Coordinator. 4.5.5 The Director, Nuclear Security shall act as the Nuclear Security Coordinator. 4.5.6 The Director, Nuclear Quality Assurance and Plant Safety shall act as the l' Ouality Assurance Coordinator. 4.5.7 The Supervisor, Nuclear Information - Public Affairs, shall act as the Public Information Coordinator. 4.5.8 The Superintendent, Maintenance and Modifications shall act as the Outage Management Coordinator. 4.5.9 The Nuclear Safety Review Group Chairperson shall act as the Nuclear Safety Review Group Coordinator. S.O IMMEDIATE ACTIONS - None 6.0 PROCEDURE 6.1 The Recovery Manager shall: 6.1.1 Declare when plant conditions will permit recovery operations to begin. 6.1.2 Authorize funds, personnel, and equipment to implement recovery operation. ]

Recovery Organization O- meetings shall be documented in formal meeting minutes.

6.12 The Recovery Manager shall ensure the following actions are accomplished in Recovery - Meetings: 6.12.1 Plant area affected by radiation and/or contamination shall be defined by reviewing radiation survey deta, and access to those areas shall be controlled as appropriate. 6.12.2 Damage to plant equipment and systems shall be determined. 6.12.3 Program to return systems and equipment to pre-emergency conditions shall be planned. l 6.12.4 All significant repair events and milestones shall be scheduled. 6.12.5 Recovery Plan implementing Procedures shall be reviewed. 6.12.6 Radiation exposure records of personnel required to participate in recovery operations in the plant shall be. reviewed. t 6.13 Recovery Plan implementing Pt'ocedures shall be developed, reviewedi and approved as { follows: ) 6.13.1 Appropriate Nuclear Operations groups shall develop necessary Recovery Plan j implementing Procedures. 1

6.18 Results of emergency team activities shall be reported to either Emergency Director or Supc-intendent, Operations, as appropriate. Such information may include: 6.18.1 Status of plant equipment 6.18.2 Accessibility and condition of survey area { l 6.18.3 Radiological survey results 6.18.4 Other visible or potential personnel or equipment hazards 7.0 FOLLOW-UP ACTIONS 7.1 Recovery operations may be terminated when any of the following conditions are met: 7.1.1 The plant is returned to pre-accident radiation and contamination levels. l 7.1.2 Conditions exist which are acceptable and controllable for an extended period of time. 7.1.3 A return to normal operating conditions has been achieved. 7.2 Upon completion of recovery activities, the Recovery Organization shall ensure the i following items have been completed:

 *1 7.2.1        All onsite and offsite personnel involved with the emergency and the recovery have been notified of the current conditions and of termination of activities-                                     ]

under the RERP Plan. t 7.2.2 Emergency Response Facilities have been secured and actions commenced to restore them to the pre-emergency condition. 1 7.2.3 News media facilities have received the final status briefing on the emergency and recovery operations, and those facilities are being restored to pre-emergency conditions. 7.2.4 Short- and long-range action plans have been developed to identify and evaluate the causes and effects of the problems encountered during the emergency and their impact on future plant operations. 7.2.5 ~ Recommendations for revising the RERP Plan and/or procedures have been made. 7.2.6 Applicable Operations personnel have been trained or briefed on changes that occurred to the plant during the emergency. 7.2.7 Emergency equipment and supplies have been replenished. 7.3 The Recovery Manager shall ensure that all documentation.related'to the emergency and to the recovery program is assembled and forwarded to the Supervisor, RERP. j 8.0 RECORDS 8.1 The following are required records and shall be retained or dispositioned in accordance with established requirements: 8.1.1 One original (or clear photocopy) of the fipal version of each of the Recovery Organization Meeting Agendas 8.1.2 One original (or clear photocopy) of meeting minutes from each Recovery - Organization meeting-8.2 Required records may be generated from procedures used concurrently with this  ; procedure. Such records shall be dispositioned as specified in in 7.3 and in accordance I with the requirements defined in the governing procedure. RAP-EM1-04 Revision 3 Page 2 DRILLS AND EXERCISES 1.0 PURPOSE To prescribe the methods for planning and conducting drills and exercises for Radiological Emergency Response Preparedness (RERP). 2.0 SCOPE This procedure applies to personnel who are assigned to develop, plan, schedule, conduct or evaluate RERP drills and exercises. 3.0 RESPONSIBILITIES 3.1 The Supervisor, RERP has the primary responsibility for implementing this procedure. 3.2 The following organizations or individuals are also required to take actions by this procedure:

2) RERP staff O 3) Members of the Emergency Response Organization (ERO) 4.0 USE REFERENCES 4.1 EP 290, Emergency Notifications 4.2 10CFR50, Appendix E 5.0 GENERAL REQUIREMENTS 5.1 The purpose of drills and exercise _ is to train and test emergency response personnel and to assist in evaluating the practicality and effectiveness of the RERP Plan and supporting procedures.

5.2 The following terms are used in this document as defined:

1. DRILL - A supervised instruction period intended % test, develop, and maintain skills in a particular operation. l
2. EXERCISE - An event that tests the integrated capability and a major portion of the basic elements existing within emergency preparedness plans and organizations. An exercise simulates an emergency that results in offsite radiological releases which require response by offsite authorities.
3. CONTROLLER - Indicates a member of an exercise control Group. Each controller l may be assigneo to one or inore activities or functions for the purpose of I i

4. EVALUATOR - Indicates a member of an exercise evaluation group. An evaluator )

may also serve in a dual capacity as both a controller and evaluator. Each  ! evaluator shall be assigned to one or more activities or functions for the purpose { of evaluating, recording, critiquing, and making recommendations for ] improvement. l 5.3 As a minimum, the following drills and exercises shall be conducted:

1. A full participation exercise shall be conducted in accordance with 10CFR50, j Appendix E. This exercise will be designed to test as much of Fermi 2, State and  ;

j local emergency preparedness plans as is reasonably achievable.

2. Fermi 2 shall exercise its emergency preparedness plan annually.
3. Communication Drills. z 1

NOTE: Communication drills test the applicable circuits (hardware linkages). The j ability of communicators to understand and transfer messages is evaluated 1 during the annual exercise. l I NOTE: 11 any problems are detected in the Emergency Notification System (ENS) g or the Herlth Physics Network (HPN), refer to NRC Information Notices (IN) 86-97 i g3 and 89-19. f G

a. Shall be conducted monthly between Fermi 2 Emergency Response Facilities j (ERFs) and:
1) Michigan State Police I
2) Monroe County Sheriff
3) Nuclear Regulatory Commission (NRC) Headquarters
4) NRC Region ill
b. Shall be documented using Attachrnent 1.
c. Communications among all the ERFs and offsite organizations, including offsite monitoring teams, shall be tested during the annual exercise.
4. Fire drills shall be conducted quarterly. A fire drill involving the Frenchtown Volunteer Fire Department shall be conducted annually.
5. Medical emergency drills, which simulate contaminated injured individuals and provide for particip tion by local support agencies such as ambulance and hospital services, shall be conducted annually.

(N 6. Radiological monitoring drills shall be conducted annually. These drills shall ( include collection and analysis of samples such as water, grass, soil, and air from the owner-controlled and nearby offsite areas.

V 7. Health physics' drills, which involve analysis of simulated elevated airborne and liquid samples as well as direct radiation measurements in the environment, shall 1 j be conducted semi-annually. Analysis of in-plant liciuld samples with a simulated elevated radiation level shall be included in a Health Physics drill at least annually. j L Drills involving response to a simulated high radiation alarm on a plant Area Radiation Monitor shall be conducted annually or incorporated as part of the l annual drills or exercises. 5.4 Shift Staffing end Augmentation

1. Activation of EP-290, Emergency Notifications, shall be conducted semi-annually.
a. Key emergency response personnel from Table B-1 of the RERP Plan are contacted and shall demonstrate the capability of activating the Technical Support Center (TSC) within 30 minutes and the Emergency Operations Facility (EOF) within 60 minutes.
b. Activation of EP-290 may be included as an objective during exercises or drills.
2. Once each calendar year, activation of the emergency notification procedure shall i be demonstrated during off hours. Satisfactory demonstration of off-hours shift p staffing and augmentation may be:

a. By reporting to the appropriate emergency facility if the emergency plan is J activated during casuetitles, exercises, or drills OR
b. By telephone call back to the number provided during emergency notification. Personnel contacted are not required to assemble at their l respective ERF. However, the following information shall be provided to the l 1

Individual answering the telephone:

1) Name
2) Position in Emergency Response Organization
3) Estimated time to arrive at the emergency facility 5.5 Additional drills and exercises shall be scheduled as necessary to provide adequate training of personnel to ensure an adequate level of emergency preparedness.

5.6 An actual emergency which meets the criteria of a required drill or exercise may be used to substitute for a required drill or exercise. 5.7 At a minimum, the general format for drill and exercise scenarios shall contain the following:

1. Basic objectives of tha drill or exercise and appropriate evaluation criter!a
2. Time period, places of the drill or exercise, and the participating organizations

NOTE: Information transmitted offsite during drills and exercises shall be clearly l marked as drill information to indicate that the event is simulated. 5.8 in addition to the requirements listed in 5.7, the following additional requirements are pertinent for exercise scenarios:

1. Scenarios shall simulate an emergency that results in offsite radiological releases which require response by offsite authorities.
2. Scenarios shall be varied from year to year so that over a five year period all major portions of the RERP Plan and emergency response organization are tested.
3. Once every six years, the annual exercise shall be initiated between 6:00 p.m. and 4:00 a.m.
4. Exercises shall be conducted under various weather conditions.
5. Exercise scenarios shall allow for free play and decision-making by participants.

This may require optional flowpaths to be written into the scenario. 6.0 PROCEDURE 6.1 The Supervisor, RERP: i

4. Coordinates with appropriate organizations to ensure adequate participation of personnel to maintain a proper level of emergency preparedness

7. Assigns follow-up and corrective actions resulting from drills and exercises
8. Ensures completion of the following:

6.6 PCCD Personnel:

1. Shall complete the following steps, before the initiation of a drill, to allow Emergency Response Information Systems (ERIS) in the TSC and EOF to receive simulated data:
a. Install TSC/ Simulator 1 multiplexer in TSC and connect Data Link to Simulator l Computer Room.
b. Install TSC/ Simulator 2 multiplexer in TSC and connect dataline to' Simulator Computer Room.
c. Install Ribbon cables to each of the following terminals from TSC/ Simulator 1:
1) TSC 1 to Channel 1
2) TSC 2 to Channel 2
3) TSC 3 to Channel 3
4) TSC 4 to Channel 4
d. Install Ribbon cable to each of the following terminals from TSC/ Simulator 2:
1) TSC 5 to Channel 1
2) TSC Versatec to Channel 2
e. Connect EOF 1/ Simulator modem to EOF 1 Terminal.
f. Connect EOF 2/ Simulator modem to EOF 2 Terminal.
g. Connect EOF 3/ Simulator modem to EOF 3 Terminal.
h. Connect EOF 4/ Simulator modem to EOF Versatec.

O 2. Shall perform the following upon completion of a drill to ensure ERIS terminals of TSC/ EOF are connected to the plant system and receiving plant data:

b. Remove EOF 2/ Simulator modem and connect cable from EOF multiplexer Channel 2 to EOF 2.
c. Remove EOF 3/ Simulator modem and connect cable from EOF multiplexer Channel 2 to EOF 3.
d. Remove EOF 4/ Simulator modem and connect cable from EOF modem to Versatec.
e. Remove ribbon cables from each of the following terminals from TSC/ Simulator multiplexer and determinate associated cable.
1) TSC 5 to Channel 1
2) TSC Versatec to Channel 2
f. Remove ribbon cables from eac5 of the following terminals from l TSC/ Simulator 2 multiplexer Lod determinate associated cable i
1) TSC 1 to Channel 1
f. m 2) TSC 2 to Channel 2 b 3) TSC 3 to Channel 3
4) TSC 4 to Channel 4
g. Remove TSC/ Simulator 1 multiplexer in TSC and disconnect data link to Simulator Computer Room.
h. Remove TSC/ Simulator 2 multiplexer in TSC and disconnect data link to Simulator Computer Room.

c. Any record generated from an actual emergency shall be retained as an elective record for life-of-plant. A number should be included where credit for a risquired drill or exercise is taken.

8.2 A duplicate of the Master File shall be retained internally by the RERP Staff.
