Dear Mr.Zech:

I am writing to express my concern about recent press reports highlighting apparent problems at the Peach Bottom nuclear plant located in York County, Pennsylvania. These reports appeared in the Lancaster Sunday News.which is the largest Sunday newspaper in my district.

The paper's articles outline several general areas of concern. There apparently have been several breaches of normal operating procedures by employees at the plant. These incidents, it is noted, may be the result of

~ faulty traininir and/or a lack of effective, diligent oversight by management.

Obviously I am greatly concerned about these allegations, especially representing the district that neighbors Three Mile Island, as I do. We learned a lot from that experience. The most enduring lesson is that the management of a nuclear power generating facility has the highest degree of responsibility to the community it serves to ensure that the operations of the plant are being operated in ac::ordance with the strictest security safeguards so that public confidence in the safety of the plant is maintained. To proceed otherwise, or even to leave doubts or unanswered questions in the minds of nearby residents, creates an atmosphere of mistrust and insecurity.

The psychology of a situation like that can easily get out of hand. It is in the

> best interests of everyone to not even get close to a situation in which the community has any cause to lose confidence in the safe operation of a nuclear power facility.

As such, I would appreciate your review and comments on the situation. In particular, I would like to know what measures are being taken to ensure that these flaws are being addressed. In your opinion, are employee training programs at the plant sufficient? Or is there more that can and g2040508861124

should be done? Also, is it your opinion that management is conducting diligent, thorough oversight to ensure beyond reproach that strict safeguards are understood and are being followed? What corrective steps are being taken, or will be taken, if management oversight is insufficient?

I would be very appreciative for your expeditious response to these questions, as well as your providing me with any other information of which you are aware that may be relevant to the safety procedures at the Peach Bottom plant. Thank you very much.
