1 APPENDIX A NOTICE OF VIOLATION i

l Nebraska Public Power District (NPPD) Docket: 50-298 Cooper Nuclear Station (CNS) Operating License: DPR-46 During an NRC inspection cf the environmental qualification (EQ) of equipment i conducted on November 3-7, 1986, a violation of NRC requirements was j identified. In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C {1988), the violation is listed below:

10CFR30.49(f)requiresthatelectricequipmentimportanttosafetybe qualified by testing and/or analysis, to show that the equipment to be i qualified is acceptable.

10 CFR 50.49(k) provides that liccasees are not required to requalify  !

clectric equipment important to sa'ety in accordance with 650.49 if the Comission has previously required qualification of that equipment in accordance with "Guidelines for Evaluating Environmental Qualification of Class 1E Electrical Equipment in Operating Reactors " November 1979 (DOR Guidelines). Such qualification was previously required by Commission '

Pemorandum and Order CLI-80-21 on May 23, 1980. j Paragraph 5.2.6 of the 00R Guidelines states that equipment interfaces l should be representative of the actual installation in order for the test to be considered conclusive, and an as-built inspection should be performed j in the field to verify that the equipment was installed as tested.  ;

Paragraph 5.2.2 of the D0R Guidelines states that the type test should i only be considered valid for equipment identical in design and material l construction to the test specimen.
